As for modding I have no idea that Oculus even has modding possible but steam 100% does
Wrong.
- The Oculus version is 100% the same graphics-wise to Steam, and is basically 1:1 (same exact mods work between Oculus and Steam versions)
- The Oculus version supports mods, since it's the same game with the same versioning
- Nomad is the Quest version and is a separate, unrelated game
B&S has a native Oculus mode on Steam, so that just leaves the platform to buy it on a personal choice (Oculus frequently gives store credit, or maybe you have extra funds in Steam Wallet around).
If you ever plan on using a non-Oculus headset or Linux, or really just want the most versatility out of where you can run B&S, you need it on Steam.

The Quest version is called Nomad, and is a separate game. The PCVR version on both Oculus Rift and Steam stores is just B&S. The PCVR version on both Oculus Rift and Steam is 100% the same.
another thing is that if you switch to vive or whatever you won't have to buy the game again
