This video shows that U9 was also a painted on texture. And contrasty lighting isn't a performance choice, just a stylistic one.
Personally, I dialed down texture resolution for the sake of better performance. For me u8 was almost unplayable, while u9 was starting to choke when there were 5 guys around.
Now I can finally play it properly. And since I don't care much about realism, lower details is not a problem for me.
Look at the scenery - really low-poly environments like a Quest 2 game - or maybe the original PS4 (has this game been made available for PS4?).
Tons of low-res textures, non-impressive dynamic shadows. Feels like a Quest game to me.
I actually bought this game maybe a year ago, but refunded. I remember the game looking much better than this Questified garbage. But maybe I'm wrong and textures always were so low-res?
My rig: i9 10900K, Asus Strix OC RTX 3090, 32GB 3200 MHz. Using max in-game graphics setting + StreamVR res 300% in solid 90 fps.

I'm confident this game has just been Questified, sadly - coming from real PCVR games, seeing this game's poor graphics quality was kinda a shock to me.
Maybe time to take this to Reddit and hear what others think!

This game has 99 problems, but graphics is not among them, imo.
In the dungeons i honestly thought sometimes "wow, this can compare to Half Life: Alyx!"
While maybe it can't, my point is that i never was bothered about all the stuff you mentioned.
It might be a question of age, though. I have been playing computer games for 30+ years now and, having started in Commodore C64, i know bad graphics! And i haven't seen any in the last 10 years!
Also, better graphics will kill performance, which is an issue in a lot of VR games.
And another thing: once you stop LOOKING at a game and start PLAYING, you will largely forget about the graphics you are constantly staring at. Other aspects, like game mechanics and intuitive controls, will matter much more.
Good graphics are a fine thing, but not the crucial aspect in a game, imo! Is it fun to play, that's the question! If you are different minded, go play the next braindead iteration of "Battlefield 20something" or COD, all shiny in the outside, all sh&#€y on the inside.
Why would they "questify" the PC version when the Quest is getting its own standalone? Sure, if the graphics were bad to begin with and didn't improve, you might have a point, but why do the extra work of downgrading the PC version?
However having said that, gfx still seem really good to me, the wounds for example seem better than before.
