Is it possible to open applications without launching steam?

I wanted to use the program without launching Steam. I have only 6 GB of RAM and autonomous operation of Steam consumes about 500 megabytes, that I need so much. I tried to launch SoundPad via exe, but it gave an error "First open Steam, then launch SoundPad from there", is there a solution to this problem?
