Ministry key from prodigal spawn

I accidentally hit him and he went hostile, so I killed him and got this key. anyone know where it goes?

Ministry.... i think it is somewhere around the arcology. Might be remembering it wrong but i think there is a door somewhere around the area where you fight congregation bossfight. Between thecongregation and celestial tower

i got the ministry key from somewhere else, nothing special, it was used to unlock a computer to see some lore

lol I didn't think it would let me hurt him I should know better after how many hours I have in souls games

Pretty sure it's in sohn district, when you enter the area and see a window with a item behind, you have to acess the door on the other side that needs some ministry pass, or something like that

That's the Ministry Credentials, which is a different item you get within Sohn District.

I also killed him on my most recent playthrough, and while I haven't explored the entire map again yet, I have discovered that his key allows you to go into the door that he normally has to open up for you during his questline. The one near the tram in Port Issoudun.

There could be more places it opens up, I'm still checking. The description in the inventory makes it sound a lot more important!
