Hellpoint has a demo in the Thespian Feast, however, so you can at least try it out.
One should buy Hellpoint only if 1) They know what they're getting into (i.e. a lot of jank with low-budget graphics and bland level design in terms of visuals—but in interesting setting) and 2) Got spare money to buy said jank.
Hellpoint has some bugs sure, but I've never run into one (yet) that is game breaking and everything else... I honestly like more here.
Surge 2's game world was depressingly small in retrospec - I'm still getting lost in Hellpoint
The stats in Surge 2 were very shallow, Hellpoint's aren't particularly deep but still deep*er*
Weapon variety is similar between the two as far as I can tell, but Hellpoints are FAR more customizable (EDIT: Surge puts its cusomizability in equipable modules - taking that into consideration then Surge is superior)
Hellpoint's combat def can be exploited to become easy mode, but they let you up each area's dificulty if that becomes an issue
Surge 2 has "castlevania" type back tracking as you get new abilities, hellpoint has tons of secrets - but all of those are accessable from the get go essentially - none are locked behind "oh you need the magnetic upgrade for your drone to get there!" etc
Storywise, both are interesting - what would happen if nanites took over the world vs "all hell has broken loose... IN SPACE!"
Combat wise, while both are Souls-like, I think Hellpoint will feel a little more familiar, but that's not a bad thing. Both are good in that respect.
The energy leech system from The Surge is brilliant, because it solves one of the major issues Dark Souls has with spellcasters. The core of Dark Souls is mastering melee combat, but in order to have mages that are satisfying to play you have to allow people to kill enemies at range. Every boss in Dark Souls has to be designed to have a way to get at you from anywhere in their arena, because otherwise there wouldn't be any challenge to playing a mage.
The Surge has a great idea here, by adding the leech system it makes it so that a caster has to seek out melee combat to earn the power to use their abilities. The problem is that The Surge then completely drops the ball by basically not having any worthwhile spells, making the energy decay between fights, and making you use it all for healing. Then The Surge 2 comes along, and instead of fixing that problem it digs a hole so it can drop the ball even further, by making it so ranged attacks don't even use energy at all anymore, but instead use ammo you have to farm for. The Surge winds up as one of the most melee centric souls-like games, despite being the game that came up with the answer to how to let people play ranged characters without making the game too easy.
Enter Hellpoint, it takes the energy leech system from The Surge, splits the leeching into two different resources, one for abilities and one for healing, and gives you a nice variety of spells to cast and special moves to trigger. It takes the best idea that The Surge had and makes it actually awesome to use, and not just a big wasted opportunity.
The surge simply has more budget behind it, but it depends if you value length.
Doesn't take away from Hellpoint though, it's great.
the only reason you might want to go Surge 2 first beeing the state of Hellpoint: it's still pretty rough around the egdes/there are still a lot, and i do mean a lot, of bugs and glitches.
I prefer a game that takes risks in its development...not just a pretty game and nothing else
As mentioned i'd myself prefer Hellpoint, but (ofcourse there is a "but"), The Surge 2 got not much in common with the The Surge 1. Pretty much every aspect has been improved or expanded upon. There are now actualy "builds" (yes, different ones..not just 2 viable variants), combat got a lot of polish, the world, gear and progression have been improved a lot.
If someone likes the genre i think both games are kinda must haves. Hellpoint offers certainly more depth, better plot, better athmosphere and attention to detail, while The Surge 2 got more crpg elements and is more polished (which looking at the teams behind both games is kinda a given).
The Surge 1 was, let's be honest, quite boring and repetative...something the devs defintily fixed. At the end of the day he should probably get both.
The last time I was as captivated by a Souls-like as I am right now with Hellpoint was actually The Surge 2 and I'd probably give it the edge due to advantages from the budget, unless you're interested in the co-op options in Hellpoint, but if you love the genre you should eventually play both.
