When used in a party with core that's already maxed, Nordom's Toolbox should instead increase the effectiveness of the Form Orderly Ranks ability by 1%, stacking multiplicatively, per area completed. Just so the champion remains relevant, regardless of a party's core.

just fyi, in one of the last dev streams they said they are thinking about changing cores so they "overlevel" forever, with each level above 15 rewarding a modron chest (nothing else ofc) , if they'd actually implement this it would make the champion relevant
