They are clearly showing you exactly what both are and even with both having a 40% discount one with a base price of 1680 will still be lower than one with a base price 1690 because the base difference isn't enough for the percentage to change that.

So just familiar must have even lower price, or come with potions. Math says that current way of build "Weekly offers" it scam
BUT I see one point, it's not really a 40% deduction as the 'pack' you're discounting from isn't what you're getting, some of the 'value' is stripped when the potions are removed. so it's not a 40% discount unless you get the potions....
Realistically the potions are 'worthless' so it's kinda moot....but a poiint
It is true that the potions are useless, but they use them to inflate the price of the packs and pretend that they are giving you something when in reality they are not.
The point you mention is very valid, but seeing that instead of fixing things a bit, they introduced this mobile shop system, it is already very clear what they intend and the path they are taking.
If someone is addicted to something, they need to seek help and stop blaming what they are addicted to.
Some people have lots of disposable income, if it makes them happy buying something for a game they like, so be it. Just like how some folks go out to dinner and drop a grand on a single meal, or pay 4 grand a month on a leased car, or 10k dollars a night at a hotel. All of that is just someone spending money on a luxury purchase. None of which i would do, though i guess if i had millions of dollars i might make some different choices.
It's predatory when you have to have it and they are jacking up prices, like someone that buys the patent for a drug that costs pennies to manufacturer and then raises the cost by 1k's of dollars like they did for insulin recently, and a bunch of others that treat rare diseases. Or only having one option for your phone/internet and they charge far more than market average. Selling a luxury item that you have a choice on is just simple capitalism.
