Without Golden, it's 170251 with Shiny and 255501 with normal epic gear.
To understand the value of Unnatural Haste, the number of jump is (1+100%)^([jumps]-1) that can be simplified into 2^(j-1), so:
100% means 1 jump (2^0)
200% means 2 jumps (2^1)
400% means 3 jumps (2^2)
800% means 4 jumps (2^3) — Wasting Haste feat
1600% means 5 jumps (2^4)
3200% means 6 jumps (2^5)
6400% means 7 jumps (2^6)
12800% means 8 jumps (2^7)
25600% means 9 jumps (2^8) — Strategic Stride feat
The point to cap Briv at 4 jumps or 9 jumps is, in free plays, you'll never hit a boss as long as you have enough stacks to jump and so a gem farm will be way more efficient, so the existence of the feats caping the stacks, as 4j is way way better than 95% 4j and 5% 5j, let's say.
The basic formula to convert gear bonus into unnatural haste bonus (used by two feats) is: (100% + [gear bonus item #4]) × 25%
25% being the base unnatural haste chance of jump with no gear.
That means you need 3100% gear bonus on item #4 to use Wasting Haste feat and 102300% gear bonus to use Strategic Stride feat.
You can get your actual jump chances of your higher and lower jump from gear albeit the formula is way more complicated to use...
You have first to calculate if you're in a perfect jump ilvl, which means:
INT(log((1+[gear])×0.25;2)+1) − log((1+[gear])×0.25;2)+1 = 0
If it's the case, you've 100% chance to jump: log((1+[gear])×0.25;2)+1 areas
If it's not the case, then, you can calculate it that way:
Your min number of jumps can be determinated through: y = INT(log((1+[gear])×0.25;2)+1)
And your chance of max jumps can be determined from that as:
0.01+0.99×((((1+[gear])×0.25)−2^(y−1))/2^(y−1))
Max number of jumps being min number of jumps +1 of course.
Sorry, it's way more complicated to use as I said. You've absolutely no need to know that, but it's how the game calculate jump chances from gear (Or at least how my calculations always gave me same chances as the client for my Briv, and so I suppose it's the formula used).
Anyways, unless you're Briv scripting 24/7/365, you won't see those kinds of numbers in a long, long long time (we're talking years here). And honestly, even then, if you're only just starting to gear up Briv, you'll probably find better ways to spend your smithy contracts once he can make use of his 4j feat, Wasting Heat. After all, going from a 4j to a 9j feat only doubles your gem earn rate. Not nothing, but there are lots of other champions you could be investing that ~850k additional item levels into instead of pushing on to 9j.
And, it should be noted, Briv is a god-awful support champion, so once you've hit 4j, all the item levels you invest into Briv will be of no value until you hit the 9j mark.
Or you could be like a lot of us and just step back from Briv entirely, and accept the gem earn rates of less fickle, slower gem farming teams. Maybe one day they'll add someone to compete with Briv who is much less of a hassle to deal with....

That's kind of a wash, frankly. Except for the healing. Briv's healing capabilities *are* unique, and they do scale with his health (if he's your primary tank), so that's not nothing. But, once again, going from 4j to 9j is only going to increase his max health by roughly e1.4. Not exactly a game changing improvement.
What is true is, until you hit 9j, you take little benefits from those ilvl from gems, but you can take way much from bounty contracts on the event, that said, you'll get from the thousands more gold chests you will buy.
