Dealing x2 damage on 10% of your attacks is functionally similar to dealing 10% more damage, albeit less consistent. The math gets a bit wonky when you already have a bunch of crit chance, but it's usually close enough that the rule of thumb holds.
60% more damage on every hit is almost always going to be better than an extra 10% chance to deal 100% more damage, especially if you already have crit chance.
