the +1 con perk that brings you from 13-14 won't outperform 25% damage perks from what I see (probably because the con heros aren't dpsers and the 25% is a global buff)
The other +1 perks are very very situational for some variants that limit your hero selection, maybe good in the future
TLDR
+1 stat int is good for DPS heros
+25% is good for buffers or non dps heros
+1 stat is better than +30% dps feats
all other reasons to use +stats are very situational
No, it's not like in DnD where an 18 is a +3 to rolls.
It's cumulative, so a 13 is 1 better in power (whether that's 10% per point or whateveR) than a 12.
They really matter when a variant says "You can only use heroes with an int of 13" and the +1 brings them from a 12 to a 13

Gromma , Zorbu and Celeste all can be used in Strahd if you get the +int feat.
I currently use Jim for my deeps, Briv as my tank, Paultin as my gold monger and the rest for support being Kth'riss or Turiel, depending on first row slots, Celeste for support and/or healing, Gromma, Shandie, Walnut, Morgaen, and Averen.
Seems to work pretty well. I am at a point now where I'm unlocking 2nd feats for people, which prompted my inquiry about the stat booster feats.
I heard a lower base DPS with enemy debuff champs is a superiour formation, but I'm still noob enough to rely on that DPS average going green on up.

stats mean nothing in this game except for limiters for who can enter what, changing them does nothing except allow you to be able to do some restricted things
the damage bonus is only because their is a +con and +int patron global perk to give damage, which gives 150% self damage increase
As Phantom said, the stats are disconnected from their D&D modifiers, so no 13->14 "+1->+2" modifier.
However, some events, variants, patrons, ad heroes do impose limits and/or modify their effect based on the stats.
Some, like "The Killer Mists", will deal DoT to your character based off of their CON (lower = more damage)
Some, like Strahd, will has a perk that increases the damage of champions of INT 13+
Some, like Turiel, boost characters proportionally to their CON; others like Hitch target only those passing some threshold (CHA 14+ in his case), or are boosted themselves based off of other's stats, such as Krond's boost for each STR 16+ in the party.
In the end, feats modifying stats are all about opening options in situations where they normally wouldn't
