And there's a minimum % damage you have to do for it to register at all, you can't just sit there and beat them down 0.0001% damage at a time. AKA "The Wall"
I have also seen damage registered go to zero, lock progress, drop down 10 or 20 areas, do some damage there then unlock and let them go again. Or change to another adventuring party and back.
Don't know enough to be sure that's an actual bug.
Getting annoyed that the game is not giving me info on why...
There are also variants where only certain champions can deal damage, or there are stacking debuffs that cause some champions or formation slots to deal no damage, and so forth.
Those are armored enemies.
If you cursor over the title of the adventure in the top right, a slideout will appear. In the middle of that box will be a section called "Restrictions", which will show you what special rules, if any, exist for that adventure.
The other possibility is that only some champs have enough power to deal damage at the zone you've reached. If you cursor over the BUD display (to the left of the Ultimate bar), it'll show who is currently delivering the biggest hits.
In tiny writing at the bottom of that popup will be something like "Area Base Monster Health: 9.14e126".
If the "e" number of the biggest hitter closely matches the "e" number of the Monster Health, then only those strongest champs will be hurting the monsters with normal attacks.
To quickly see who is strong enough for the zone you've reached, you can look at the DPS breakdown (cursor over the DPS numbers for another slideout). Anyone in the "Running Average" column that has a number more-or-less the same as (or above) the zone's Monster Health will be able to deal damage, but anyone below it might not be able to.
Another variable could be armored enemies (the ones with multiple boxes for health bars), If that's the case, you'll definitely see some champs attack and do nothing, because each and every box can be considered to be a "monster". The difference being that big hits can "kill" more than one box at a time, and of course weak hits "kill" no boxes.
Problem is, some of the weird, like min damage, armour is designed in and it can be hard to tell from a real bug. (Plenty of those as well, but for me, mostly so rare I don't care or just a minor annoyance).
You can also adjust your party on the fly to take down some enemies, Gazrick kicks butt on assisting with armoured enemies for example.
