Her ability that gives +1 to charisma (or int), is it correct that if it increases the champion's attribute threshold from 14 to 15, then said champion would benefit from a legendary that increases the damage of someone with a 15 in that attribute?

Unless CNE screwed something up - they would never! ;) - then any changes in attributes while within an "adventure" should allow/disallow champions from being affected by buffs/debuffs of all types.
