I have core 1 at lvl 14 and core 2 at lvl 5. I can safely say that I have no trouble maxing core 1 and I have so many spare parts (just from available free chests) that based on my prepared layout I will be able to max core 2 without a problem. By the time a third core comes I will be swamped with modron parts (given that I continue buying patron modron chests) that I should be able to max the third core outright.
True, I am not the fastest core leveler, but I am not the slowest either, the point is that by normally playing the game you should get the parts you need to max your core by the time you reach max level.
Not sure what you mean by adding upgrades. If they put in any new nodes that's just giving me a free bonus. I can link to it probably very easy and 4+ flow right away.
It's a lot about luck as well.
...it's not going great :-/

Still not optimized (flows are too high) but I am keeping them mostly under 100 but I can surely change a few pieces to lower rarity here and there and optimize the routes to save some nice pieces for Core2. It was kind of anti-climatic. I had all the necessary pieces since the core was lvl 10 or so.
Now to level my second core slowly
I had a similar experience. All the interesting decisions were made in the first 9 levels, after that it was just connecting the dots. The strong core is a little different; it calls for frequent changes as you level up and gain access to the boosts.
Agreed, however as the core becomes better than core1 only at the last level or two there is no need to optimize it so I will just "rush" to 15 and then build what I want and in the meantime if I am pushing to the wall I can always switch to Core 1.
also - I have no idea who would ever need to use the +100% boost in Core1 that becomes available at lvl15. Utterly pointless?
Personally now that I've finally reached 15 on core 1 am (slooooowly) trying to minimize the flow and pieces for core 2+
Good point actually, let me try to rework the whole core with the top right quadrant being filled last and try to direct the flow through the last 100% boost. Mich allow me to change a few pieces to green or white
