AFAIK its 1%->3%
There is a strong reason why I used the other blessings for comparing for this issue, this lets us decide if the blessing is even worthwhile next to other options.
What I mean by this, is gold chest upgrades are rare enough as it is, that even if that value did get a 3 times increase over its normal value, the gold chests still almost never appear. This means that you get MUCH more out of a tier 1 global 100% damage bonus.
compare that to a teir 2- 25% more favor from event resets and the problem seems even more clear...
now we can compare it to the teir 3 bonus from Torm favor... its 25% more gold from distractions....
which also appears to be rather sucky. But even then, im 100% certain I could get more use out of that then I could with the gold chest upgrades
I would also like to say, that although this is mostly the RNG kicking my butt...
out of 100 silver chests so far, not a single gold chest... easily doing worse than how many gold chests I got before I had the bonus. The bonus really doesn't feel like it does its job.

now,... the point im trying to make here isnt that you dont get more gold chests, but its few enough that it doesnt make enough difference. 20 silvers per gold is about 5% chance, so we might assume the info from quickmythril is correct
this might mean without golden luck we would normally get 33 silvers per gold. This on paper looks huge. This is what I was trying to say earlier.
In practice tho, your numbers are hugely inflated. Meaning it doesnt tell the story that it takes a LONG ass time before you ever see even a single chest that can be attributed to Golden Luck's bonus.
Between the time it takes, you have already benefited vastly more from every other blessing, so its simply not on par with those other blessings.
Hopefully this clears up my point better, as I was not sure if I was getting it across.

Yes, thats actually exactly what im saying tho. If your chances start as abysmal, then even a bonus that looks huge on paper, like 3 times bonus or something, would actually be rather small and inconsquential. If not just feels slow, it is slow- with or without the blessing. To the point that you have benefited by every other blessing tons more than that 1 gold chest gives you when you finally get it.
Realistically, who relies on gold chest drops to begin with? You just buy them with gems.
Perhaps this isnt even an arguement to make the blessing better, but replace it with something different but more useful.
I mean, the devs obviously wouldnt want to be handing the gold chest drops out much faster anyhow I assume.
Even one gold chest can give you an epic, and if you don't have all the epics that could easily double your dps across all campaigns. Imagine the damage boost of dozens of gold chests. It is probably the number one most useful blessing long term. I am fairly confident I get more gold chests from golden luck than from +1 gems/boss.

bot farming aside,...
as to the gem increase vs the boss gold chest drops, we first need to take only what the blessing itself gives, not what you normally get + the bonus amount.
As for how it would come out with the numbers, I thought about it and I think the gems would come out slightly worse than the golden luck blessing- so you might be right about that
