And correct answer - officially: no. Practically - obviously yes.
It is a multiplatform game and you can play wherever you want as long as you can force your client on another platform to play your steam account or … you would link both your accounts.
My main account is on Google but i would love to be able to play and link it to Steam so i can play it when i am at PC too but with the same account... as far as i know you cant do that.
If you mean your main account is on Google Play / Android then you cannot link it to Steam, but you CAN make an Android app run on your PC. There are emulators, virtual machines etc... just google it.
More eyeballs on the screen for longer means more opportunities to make money devs.

So I doubt its a no brainer. Personally, I like the difference in PS4 and Steam.
Although in case of Android version indeed I'd rather stick to emulators (Nox, Bluestacks of the top of my head).

Don't forget, that this game already has working Xplatform - Kartridge <-> Kongregate. WebGL client on cne server vs usually outdated steam client.

I was thinking more along phones and PC. I spend a lot of time on this on my android but don't use it at home at all.
So I know people that have got it on their phone and then have something that makes their phone go on their PC. (I just think, whats the point at that point? you might and well play it on the phone the whole time? - maybe thats me)
But to cross platform it would hinder CNE due to issues with IOS (namely) but also other platforms - consoles and andriod have all different ways to allow updates and when. IOS is reportedly very harsh with updates whilst android allows you to update yet a limited number per month (CNE didn't tell me that, thats from another game (RAID: Shadow Legends) which others play in my circle). So even though it be super nice to be able to flip in between these devices, you have blockades in the way in which would hinder the business/event model of CNE.
As CNE is very quick, if you think about it. It's a 3 week cycle where you get around 4-5 patches per time. On console (PS4) it is 1-2 patches per month - still a lot for console. (RDR2 - gets one per 3 months and they have an active online play. CNE is single player.)
So I'd imagine it is a design and business choice. Rather than anything else....
