No need to make a new save for it, if you don't have it in your current save just clear that DLC by select it from start game in the main menu once you get to Forgotten Woods. By the end of its quest the skill will become available. No other way around to get the skill without the DLC.

Forgot to mention that you have to pick the "hard quest" when talking to Eiji (the event where you can't skip)

Simply load that DLC, go to your bed and replay then the DLC story again. There are two points where you speak with Seven & Rain and much later with Eiji.
Chosing answer 1 or 2 will start the quest as Easy or Hard, but both give you different rewards, so if you want obtain everything the game offers, you will need play this DLC twice anyways and chosing different answers each time.
Freeze Shot is tied to the second answer to Eiji "We'll search every last inch of this place." - in the endgame of the DLC this will lead to a special quest.

thanks but i cant replay the dlc of dissonance of the nexus from the bed. I have now a new data save and switch all waepon to the new save data
