Your weapons/skills/affinities, just know you lose the ability to dual wield until you get it again so I'd advise against NG+

No this is wrong. You now keep the ability to Dual Wield, and certain skills because they patched this ages ago.

You lose all details on maps like treasure chest locations. You lose friendships with all NPC's. And you need to do your ArFA-Sys quests again to get the bank expansions and emotes customization back.

YOU 100% SHOULD DO NEW GAME PLUS ASAP! Enter New Game+ once because when you play a second time on the SAME CHARACTER SAVE FILE you will increase Lisbeth's shop rank. So your first playthrough you can pretty much just rush it. Also in New Game+ you can buy a thing from Argo you should get ASAP which increases how fast you increase your friendship. Keep money? Yes.
Keep levels? Yes
Keep Bounty? Yes.

Better weapons? No.

If you want better weapons to actually drop and appear in shops then you need to go on Extreme difficulty and also up Lisbeths shop rank. A higher rank shop means you can make weapons better with higher rank upgrades and better transform chips.

Honestly Lisbeths shop rank is pretty much the most important and main reason to even do New Game+.

Also higher rank weapons are capable of having better memory chips appear on them.

You only need to be in New Game+ once.

You know you have done the main stuff when you have Lisbeth Shop at level 11. And when you beat the game again to have access to everything again and to get your ArFA-Sys to buy everything.

Near the end of New Game+ and Lisbeth Shop isn't level 11, what am I doing wrong?

She can't upgrade any weapon to rank 11, she will only after update 1.6.0 or the new DLC in January, i don't remember which

Do you have all the DLC? If not then that might be why. Each DLC adds a level to the shop.

I have all three DLCs through the Season Pass, but no level 11 weapon modification.

Lisbeth weapon modification is still Lv. 8, even though she upgraded a weapon to Rank 9.

Try finish the newgame+ on extreme first to see if it work, if not then finish all the dlc as well

currently im doing NG+ since i wanna change Arfa-Sys name.
an actual upgrade for 11th rank weapon would available on january after the expansion pack released along with complete edition.
currently you could upgrade your weapon up to rank 10th.
