So how do we get it to actually render stuff at 1080p?
I have 1080p set in options, but its clearly not rending the game at that res, due to how overly blurry it looks. Doesn't matter if I set window, fullscreen, or borderless window. This is the same issue Nier: Automata had, where it'd render it at 720 then stretch it to 1080p until someone made a fix for it.

Try this. Go to this folder.

C:\Users\(your username)\AppData\Local\SAOFB\Saved\Config\WindowsNoEditor

Open the one named "Engine" and place this at the bottom.

[SystemSettings]
r.SceneColorFringeQuality=0

chromatic aberration makes the game look very blurry and it doesn't have a option to disable it in game.

Well add a new visual effect to the effects i hate list right up there with bloom, ambient occlusion, motion blur and the like. I dislike Ambient occlusion because it usually uses way more power than it should for what it does.
