Hey in case you or anyone else is still looking for it, I finally found it. Took a screen shot of my map while standing next to the store NPC. Hes on a upper level of the main area.

You're welcome everyone! I was struggling to find it myself for awhile, and with nothing on the forums had to wander around for a good 20 minutes. Hopefully I can save a few others from the same trouble! :)
