Chips for granade launchers
I take weapon, explosive, ammo capacity, damage at max life, vs. mech and lifeform, but which other are usefull for PVE.

What is with bullet circle stabilization and bullet circle accuracy? Are the crit-chips usefull for them or the debuff chip?

Mjolnir would benefit from crit rate and crit damage, it has a fairly decent base crit rate and also a pretty decent rpm for a GL. I usually give it crit rate and crit damage chips, it's only 50% more crit damage, but you need to take into account that the base damage of a GL is already pretty high, so only 50% is already pretty nice.

The laevatein in the other hand has a terrible crit rate and is the GL with the lowest rpm, but it has a blazing effect that can be further enhanced with the debuff stacking chip. On this one I usually couple max HP damage with the debuff stacking chips instead of the two crit chips.

Not sure about the weak spot damage.... I use it but it isnt easy to hit the weak spot on all ennemies with a GL....

GL are exclusively explosives, it's Optical/rocket launchers that have composite damage between explosive and optical/physical.

Like most weapons, you can split GL in two categories, fast shooting with good crit rate, slow shooting with almost no crit rate.
First ones are meant to be used mainly by spamming normal attacks with buffing skills to increase their capabilities (reload speed for example), second ones are better at spaming damaging skill like plasma burst or graviton shot, in this case it's usually more efficient to stick with level 3 of those skills to reduce the CD (or abuse HG WA).

debuff chips are only hella useful for high RPM and shotguns... I think its calculated on a per shot received basis

range is MEH (preferably sniper) soo... Crit Damage is hella useful if you go for luck build
also dont forget Physical Damage or Optical... are there optical grenade launchers?

Granade launchers didn't have physical or optical. It gives some rocket launcher with physical/optical.
