Wow, that's a new one :) Most likely some of the mods are messed up (saberfactory maybe? or extra modifiers?) but I think a full reinstall will fix it though. Then install mods one by one and you will find the root cause.

i do not know if its possible to do this with controller positions, but maybe reset those or modify them... dont be suprised if it doesnt work, never seen this before

I have uninstalled beat saber and deleting the entire folder and reinstalling mods maybe I should get rid of saber factory since I have the custom sabers mod already?

I'm a little bit confused, you say you uninstalled the game AND deleted the entire folder, so this automatically means you got rid of all the mods, right? Did vanilla game continue to have this issue right after reinstall?

And yes, basically you don't need saberfactory if you are using custom sabers. Never tried them together, it could very well be your issue.

just when i got saber factory so i guess saber factory was the problem

Personally I use saberfactory 1.6.3 and don't use custom sabers. Saberfactory allows me to setup everything exactly as I want it. New version of saberfactory available on MA doesn't let you do this, it's a lite release still. So maybe you should give it a try, it's available on GitHub.
