Oculus Quest 2 Action Manifest not found

Launch game, cant press play, get an error that says my controllers have no action manifest, but shows theyre set normally. I have uninstalled completely, reinstalled steam VR, reinstalled beat saber, and tried playing with no mods after uninstall.

Anyone else having this problem? How can I fix it?

delete /steam/config/steamapps.vrmanifest
delete /steam/steamapps/common/Beat Saber/beatsaber.vrmanifest
restart steamvr"
