Any game that uses steam cloud supports this. The dev would need to move the save file to the user folder in steam, rather than using AppData/LocalLow. It is definitely possible, although I have no idea how difficult it might be.
The PC market is never going to replace a console in the lounge if the save can't be assigned to a user. The tools are in place to do that with Steam, Steam big picture, and Steam cloud. AFAIK It is free for devs to use, the cloud just needs to be integrated. Going into a seperate windows user account might be ok for a normal PC with a mouse and keyboard, but really isn't an answer for Big screen lounge use.
It really should become standard...although looking in my AppData folder, it is shocking how many devs still use it as a place to save game data.
The other solution is to look at how easy it would be to launch a second version of Steam (running on a different windows user account) only using an xbox controller... It needs to be simple and idiot proof, so a young child could easily do it. If anyone has idea, or you snakeeye98, I would be greatful.
