yes but it will have studder at times, you would also need to reduce the graphics quality. I used to play it on a msi gtx 1050ti 4gb with core i5 6400, and 16gb. it would studder occaisnaly or lag but it was to bad. if you do though want good performance I would first of all get an amd cpu like the 2700x. $180 for an 8-core 16-logical processor at 3.7 base to 4.3 boost will be perfect for anything future as mine has never peaked on any game. also seccondly upgrade the gpu. depending on your prefence you can continue down nvidia or move to amd like I did, I got an amd RX 5500 XT 8gb for $200 and VR has been very smooth with no studder in every vr game except VR-Chat since polynomials can really kill the performance.

Like I've said the upgrades are if you want better performance and look but with your specs you should be able to run the game decent.

Get a gpu with a 256bit memory bus or better if you want to play vr, the 1060 and lower gpus will struggle to supply you with a constant framerate and can make you sick, invest a little more or wait. the 3000 series gpus are supposed to launch in the next 3 months.
