Report a translation problem
In my experience they are. Much of the time "difficulty" equates to a poorly made map. Unpredictable or awkward motions, lack of discernible patterns - that sort of thing. Many of the original E+ songs are difficult in a bad way, unlike the newer ones that tend to be difficult in a good way.
Last time I went and downloaded a bunch of custom songs (the top 50 or so most popular ones) I blew through all but a couple of them on my first attempt. Some are far, far more difficult than anything in the stock game or dlc's though.
