The family sharing FAQ and my experience with other DLC is indeed that it should work - no mention anywhere that DLC is opt-in like base games are.
We can save buying them at her end in our back pockets for if she gets too frustrated by how updates break mods or having to manually manage her library directory.
(Devs! I don't fault you for updates breaking mods. It's part of how PC gaming has always been! She's one of those people who has never been involved in games or mods to understand 'no support, but feel free' has its ups and downs so I made dang sure she didn't blame you for it :D)

Relevant FAQ entry below - but i'm not doubting Brian's real world experience. I might chalk it down to being another quirk of song licensing laws vs normal game laws.

DLC and in-game content
A borrower will have access to the lender's games and DLC, but only if the borrower does not also own the base game. If a they already own the game, they'll need to purchase the DLC themselves in order to play it. For free to play games, DLC cannot be shared since all Steam users "own" the game.
Any user may purchase, trade, earn, or otherwise acquire in-game content while playing a game, but in-game items cannot be shared between accounts. These items remain the property of the account that purchased or acquired them.
Trading cards will not be dropped while playing a shared game.
LOL now i'm at a quandry if we should try a single DLC just in case. I'll report back to this thread if we do!
I own the game and a number of DLCs. My family using the same computer can play the game and has access to the DLCs. They do NOT own the game.
When I purchase a new song or pack I need to log in as myself to download the songs before they can play them.
