the community quickly made much better editors than they would have done, and because of the inherent limitations they have due to legal issues around copyrighted music, there was no way they could offer anything better than the community already made.
so thats why they ultimately put it on the backburner, and i think they only finally finished it so they could fulfill their promise and finally leave early access.
also, the oculus quest doesnt have modding capability, so the editor allows quest users to make their own custom maps.
sharing custom songs is tricky, because even if they allowed it, they could not allow it to be shared with included music files, it would be just a beat map, and then every player would have to provide their own music file, and then sync it up with the beat map.
either way, it's still new, they may still have plans to improve how this all works.

Do the mods to import custom community made songs still work for most recent version (1.01)?
yes, the mods work fine, check the modding discord for the most up to date info, its possible some individual mods need to be updated, but the mod installer will only show you mods that work with the current version anyway.
all you need to do is make sure to run the game at least once, if you havent played since the last update, then exit the game, next download mod assistant, you can find links on beatsaver.com bsaber.com the beatsaber modding wiki etc. when you run it, just select the mods you want installed, and click install.
now you can go in game and dowload songs straight from ingame.
