Does local coop with 2 360 controllers work for somebody?
are there some settings i have to make?
what do i have to do to make this work besides pressing X?
please help me.

Can't believe this has not been fixed after all those years.
This solution worked for me.
Controller 1 was fully functional,
Controller 2 was joystick only.
I launched the local coop pressing X on the controller 2, then the game started. I went in the menu using Start on controller 1. Then in controller options, I de-activated them and changed the layout to lefty. Then went back to the game, and, using the keyboard, re-activated the controllers and put them back to the normal layout. Now both work fine.

I used XboxCE and put that in the same folder as bins and it help see controllers.
Before I could navigate menus and launch a game or save...But then joystick would do nothing
I also made custom configurations for each controller in Big Picture mode, so the Controller Options in-game were pointless.
What I did was right-click the game in my library, chose Properties and selected the CONTROLLER sub-category. There should be a drop-box with the title:
"OVERRIDE FOR PORTAL 2". Click on it and change it from "Use default settings" to "Enable Steam Input". I restarted the game and it worked like a charm.
P.S.: In Steam>Settings>Controller>GENERAL CONTROLLER SETTINGS you can have each PS4 controller glow with a different color. I used this to visually align them with the orange and blue robot. : )
