My subtitles do not appear

I already tried to activate the subtitles and closed captioning, but nothing appears.
Could someone explain why? English is not my native language and sometimes it's hard to hear the dialogue, I need subtitles, please!

Go to steamapps\common\portal 2\portal2\resource and check if closecaption_english.dat is there.
Also, open your developer console and type in cc_lang english.
If your subtitles are still missing, right click your Portal 2, go to the "Local files" tab and click "Verify integrity of game cache".
