But here's the real answer: No. A couple of reasons for this:
1) You can see Rattman running in the backround among the turrets in the turret opera, for one thing. Why he'd be present in the background of a chorus sending you into the afterlife is a bit odd.
2) The creators confirmed that she's alive and she's escaped.
Two, that's not Rattman. It was a Frankenturret that was hobbling across the stage while the turrets were singing. I suggest replaying the video before trying to say otherwise.
Three, it's highly likely that Chell did not die, because GLaDOS felt sympathy and has admitted to it in the Coop campaign. In the Peer Review, GLaDOS has also mentioned Chell briefly later in the story, and refers to her as still living.

No, it's Rattman. I've seen it msny, many times, both in game and on youtube. It's a hunched figure holding a companion cube on his back.
To sum up, I think Chell didn't die, because GLaDOS's human half (Caroline) was awoken during the game.
It is really a Frankenturret. I had seen it on YouTube, Ratman was never seen in Portal and Portal 2. Why would Valve put Ratman at the end of the game and only in the background where he is hardly seen? Also, if it is Ratman, why would he "walk" so awkward? He is doing little jumps just like a Frankenturret. That's why I think it is a Frankenturret.
