You have to use the changelevel command rather than the ss_map command. The latter results in you being disconnected.
(I know this is made clear in the instructions above, but I was silly and didn't read them properly.)
1. Visit community workshops for portal 2 and put in the search bar "cooperative maps"
2. Find an interesting one / press Subscribe. [how to find the map name is not explained in your tutorial, but it is here]
3. [map location on HDD] your map is downloaded into
"...Steam\steamapps\common\Portal 2\portal2\maps\WORKSHOP "
inside a folder named with a string of numbers.
You have to reach this folder in order to find the real name of the *.bsp map file.
4. Sort folders by date so the last downloaded folder is 1st in line (assuming you have more community maps downloaded from previous games)
5. copy the map file *.bsp to the parent maps folder,
"...Steam\steamapps\common\Portal 2\portal2\maps"
otherwise the "changelevel" command will not return ANYTHING and won't load the map, namely, copy it here
6. return to Portal 2 (ALT+TAB works, the game doesn't have to be restarted each time you Subscribe & download a new map) - you can just ALT+TAB once you finish a map together with your friend in splitscreen and then download and again ALT+TAB, return to game, and do the steps from this tutorial.
7. Go to CO-OP multiplayer game. Start it (Press X on controller 2).
you need to be in the Splitscreen HUB (aka the lobby where the two players can see the splitscreen lobby map to fool around with) for the server to be aknowledged as active in the console, otherwise the "changelevel" command will return a status "server not active"
Not in the community maps section (!) because that will request you select one of your Steam friends.
8. Do what the OP said:
Open console. Type "changelevel (mapname)"(No Quotes)
And press Enter.
