Lab Rat Page 9 Hidden Message

So, I'm not sure if anyone else has noticed this, but on page 9 of the Lab Rat comics, you see a file report for Chell. At the top, it says "Essay Question 1-A: Why should Aperture Science accept you as a research volunteer, and would anyone file a police report if you went missing? HR Notes: Subject refused to answer."
However, at the bottom of the page, you can clearly see a sentence written in binary. I translated this, and the result was: "The cake is a lie."
Who put that there? Maybe Douglas Rattman? Who knows.
