Community Test Chamber 00?
So I just happened upon a strange map. I played a couple maps of newest maps and had just finished one map when this message pops up, 'Game Servers Have Been Shut Down.' Next thing I know I'm in the start of a test chamber only the screens that surrounds the elevators are blank. So I continue on my merry way when the test chamber details sign is blank for all but 00 NONE. I keep moving forward imagining there were some creative minds behind this chamber. The chamber was fully functional, a little confusing but still solvable. I solved it and entered the elevator at which point my screen went black as if to move to next test. But it stayed black. I shot some portals and every 10th or so shot would light up. I continued doing this to try to understand what had happened. At one point I discovered, only by sound of the portals that some had opened and one side of the 'elevator' was considerably longer than the rest. I concluded that the portals may have been actually openeing but I could not see or get through them because of the speed of the 'elevator' My question is this, Is it possible for a (community) test chamber creator to have so much freedoms with that chamber? i.e. editing the pre-chamber and post-chamber areas? Even to the point of allowing you to create portals in the exit elevator? Or could it possibly have just been a mod of some sort which I do not understand XD Also has anyone come across this?

I'm going to expand on that error message by the way. If that was an actual error message in the game the figuratively speaking I would not be able to play that map, correct? On the other hand if it was just a fake error message by the creator of the map, how did they do that? I'm pretty sure that's not an option of creating test chambers but hey. what do I know? One more note the pause menu choices were a bit different as well allowing me to only save, load, edit options, and exit. No restart level or anything else which I was pretty sure was a constant.

Seems more like a bug with the PTI system bugging out and thinking the community map is a campaign level. The exit elevators are designed to loop in the elevator shaft, so if GLaDOS or someone else is talking it won't go to the next level until they stop talking.

In regards to mapmaking freedom, with the ingame editor you can't really do much editing in that regard. Portal 2 Authoring tools / Hammer is a far more advanced editor (free from Valve for anyone owning Portal 2) which is essentially Valve's level creation tools, used to create the official Singleplayer and Coop maps. Aside from a few technical restrictions, people can make pretty much any sort of map.
