low-res textures?

Just started playing the game, and the textures seem to be rather low resolution. Now I know Portal 2 isn't state of the art graphics, I did expect better from a 3rd gen Source game. I have it set to "High" in settings.

Is it just me?

Also, how the hell do I stop it from popping up that incredibly annoying explanation of what every setting is every time I try to change it????
