I say this almost every time... I don't want a bad Portal 3. Like don't even do it if it is gonna suck.

They're clearly waiting for the Steam console to be produced before they release any of their "3"s, that way they can be console-exclusive to the Steam Box (or whatever they're calling it). Of course, they'll still be available on PC, so I hardly care, I just don't want to wait forever.
