You need 2 controllers to play with another person (steam controller or xbox 360 controller)
But you can play co-op alone (That is sad )

1) unplug Steam controller, put Steam in normal mode (turn off big picture mode), start Portal2 and in the options/controller menu set it to Enabled/Default/Legacy/Normal/Normal/Disabled (reading from the top to bottom)
2) Plug in the Steam controller and turn on. Start big picture mode.
3) Select Portal2 but before you start the game, select "manage game" and configure controller to be the template named "Gamepad with camera controls"
4) Also edit the "Launch options" to be "-console -joy_remap_player_for_controller 1 2" without the quotes
5) Then press "Play game" start up Portal2
6) I also had to type "cl_mouseenable 1" into the console (without the quotes) to get the mouse to work
7) go to co-op menu and press 'X' on steam controller to enter splitscreen co-op mode
At first pressing 'X' to start co-op didn't do anything and the controls were messed up but after many attempts and a small auto update from Steam it seemed to start working.
I also at one point typed "ss_map mp_coop_start" in the console which seemed to kick-start the co-op mode.
Now on both keyboard and steam controller I get full motion and look controls, plus both portals firing and jump.
I had also in a previous attempt tried the suggestions in this link but they didn't seem to work, although not sure if they did anything:

It was so simple that I slapped myself for reading all of these complicated procedures.
Just set the X button binding on the Steam Controller to be a controller X button (not to be confused with the keyboard X button). It's a functionless button by default.
I seem to remember this happening to me at first. I think it was the choice of steam controller template that solved it.
