You can download it from steam library > tools.
Just so you know, it has a steep learning curve if you haven't worked with source engine's hammer editor. Would highly recommend watching some tutorials, like TopHATTwaffle Hoogland, and just playing around with the program before making something serious and posting it on the workshop.
Good way to learn how to map is to look on some of the valve's example maps (it is given when you install it) or learn it from other peoples maps.
An easy way to make a hammer map would be to import the PeTI made map to hammer editor and edit it there (adding cables, textures and whatever you want) and then publish it. For more information go here: PeTI to Hammer

The working enviroment for all games are the same hammer editor, ofcourse each has its differences, but mostly it differs in entities, but all have the same basic entities. If you would compare, for say, HL2 and Portal 2 authoring tools (hammer), you would notice that Portal 2 doesn't contain those npc entities that Half-Life 2 has.
All in all, most (or all) hammer versions contain the basic entities needed to make any sort of a map, then comes the games specific entities. So jumping from one hammer version to another, you would see hardly any differences.
1. Create a box around the player's spawn. (If it's in an elevator just put it around the lift itself.)
2. Give the box a texture, open your texture selection tool and search trigger. Then apply it to the box.
3. Select the box and press Ctrl + T to make it a func_detail. Then edit the name where it says func_detail and change it to trigger_weapon_strip and hit apply.
4. Now in the Class Info tab, look down near the bottom for something called Kill Weapons. It should say no. Click on it and change it from No to Yes in the dropdown menu. Also, make sure Clients is checked in the Flags tab.
And that's it! You can mess around with the I/O's to make it start on or off.

Hammer is a fucking piss easy editor to use, a child could grasp it's finer details.
