Report a translation problem
there is the map that you see in your in game map editor. just put you old map in folder that in this derictory.
1.Cut or delete everything in puzzlemaker folder (cut if you need that files);
2.Create a new map in the ingame map editor (puzzlemaker);
3.After creation of a new map you should see a new generated file (*.bsp) in a puzzlemaker folder. Put your old map in that folder and rename it, the name of your old map must match the name of new generated file map;
4. Delete that new generated file. Do not confuse the old and new generated file maps.
That is my variant of the folder http://prntscr.com/9p6j2d (yours name of folder and file in /puzzlemaker may be different from mine).

The editor handles with .p2c files that you can find in Steam\steamapps\common\Portal 2\portal2\puzzles\[long_number_string]. .bsp is map file format that the game uses and it can be converted to .vmf file that can be open and edited in HAMMER. That's all.
UPD: my fault. I was mistaken. When i try to do it it was *.p2c file. It was last year that is why I am confused. Sorry
