I found my map in the maps folder and moved it into my puzzlemaker folder. I still cannot open it from the ingame test chamber creator to continue working on it.

Ok than try the next steps:
1.Cut or delete everything in puzzlemaker folder (cut if you need that files);
2.Create a new map in the ingame map editor (puzzlemaker);
3.After creation of a new map you should see a new generated file (*.bsp) in a puzzlemaker folder. Put your old map in that folder and rename it, the name of your old map must match the name of new generated file map;
4. Delete that new generated file. Do not confuse the old and new generated file maps.

That is my variant of the folder http://prntscr.com/9p6j2d (yours name of folder and file in /puzzlemaker may be different from mine).
If you still experience difficulties, I can continue to help you.

That's absolutely incorrect. You can't get your old maps back to the in-game editor.
The editor handles with .p2c files that you can find in Steam\steamapps\common\Portal 2\portal2\puzzles\[long_number_string]. .bsp is map file format that the game uses and it can be converted to .vmf file that can be open and edited in HAMMER. That's all.

UPD: my fault. I was mistaken. When i try to do it it was *.p2c file. It was last year that is why I am confused. Sorry
