Would GLaDOS OS be possible IRL

highly unlikely right now, but with the speed technology advances, it might be possible is a few decades (or years, if we're lucky). powered by only a potato, it becomes even more unlikely.

Right now... no. Some guys are trying to make a A.I, and gave it knowledge from the interwebs, and all it talked about was, guess what, CATS. :P

Also, she couldn't learn any language. Very unlikely (for GLaDOS to exist), imo.
