Local coop doesn't work

Years ago when I first played Portal 2 I remember I was able to set up local coop with 1 keyboard + 1 controller, using joy_remap_player_for_controller1 in the console and launching the maps manually.
This was a bit of a hassle, but it worked.
Fast-forward to 2021, the same workarounds don't seem to work anymore.

I read some news that some updates back in 2019 enabled official local co-op but none of that works here?

I still get that dialog to look for friends online, which I have to workaround by launching the map through the console.
I still have to edit config files manually to get a split screen across two monitors.
Those two issues are just annoyances, but when I get to the game, my controller moves both players, and my mouse suddenly switches from one player to the other one, which makes the whole thing completely unplayable. I can't seem to work around this.

Does anyone know how to get this to work in 2021?

split screen button appears in coop menu when you have a controller plugged in.

I have a controller plugged in and the game asks me to find a partner online :-/

The split screen button is before you click on "standard coop"
