The thing with the motion controls is the Sixense MotionPack which is a different DLC made by a 3rd party company that requires a motion tracking controller or camera and it is not part of Portal 2 by default.
Is a PS4 controller good for the motion control DLC?
I've never see anyone get it working for normal controlers. But you can play it with VR controllers with some modding:

A lot better idea is to download The Original and The Real DLC from Internet Archive: https://archive.org/download/portal2_sixense
Put it in the Portal 2 folder and type
-game portal2_sixense
in the launch options in the Steam's game settings.
