It is not a DLC, it is part of the game, you already have it. It is accessible from the co-op hub.

Peer Review is the name of the DLC

Is the peer dlc the one with the motion controls that is coop and has the ending with Glados keeping baby crows? I could be wrong

Isn't that the regular coop ending
The one with the baby birds is Peer Review, but it is just normal coop maps.
The thing with the motion controls is the Sixense MotionPack which is a different DLC made by a 3rd party company that requires a motion tracking controller or camera and it is not part of Portal 2 by default.

Is a PS4 controller good for the motion control DLC?
Peer Review was added to the PC version of Portal 2 automatically, you only need to download it if you're playing on console. Source: I own it on PC and Xbox.

Officially it is played with a Razer Hydra or a Creative Senz3D Camera.
I've never see anyone get it working for normal controlers. But you can play it with VR controllers with some modding:

This is very dumb and inefficient method.
A lot better idea is to download The Original and The Real DLC from Internet Archive: https://archive.org/download/portal2_sixense
Put it in the Portal 2 folder and type
-game portal2_sixense
in the launch options in the Steam's game settings.
There also is a fanmade patch for SteamVR controllers: https://github.com/CrossVR/Hydra-OpenVR/releases
