Parental Controls blocking Portal 2
Yes, I am the parent. No, I have no idea how I can prove it.

I set up family sharing and downloaded Portal 2 to my son's laptop. Logged in as his ID, I asked and gave permission for him to play it. However, when I started the game to see if it works, it says it's blocked by Windows Parental Controls.

At one time I had his laptop set up via Family Safety, but it was junk so I removed his machine and log in from Microsoft, and set him up with a local account. Except for the fact that he has a standard account instead of an Admin one, I can't find what "parental" setting there could be on his laptop that could be blocking the game. I do have a Disney Circle, but even when I assigned his laptop to my unfiltered adult account, it still won't play.

Comments, thoughts, suggestions or ideas?

Tricky situation.
I'm not familiar with windows parental controls/family safety or Disney Circle so I can't help trouble shoot at that end, but I might be able to help point you to a solution.
What capacity does Disney Circle function in? Does it just block websites or can it block suspicious exes? You said Portal 2 is installed but does not open. If either of your blocker thing a majigs only likes "trusted" exes to be opened, it might not be familiar with Portal 2.

seems like you have a spaghetti tangle of parental controls with computers... you might wanna try stripping away all the controls and reinstall them one at a time until you figure out what is blocking Portal 2 from opening. If it says Windows Parental Controls, it's probably not Disney Circle. Try looking through all your windows settings or just plain googling about windows parental controls blocking a program from opening.

Thanks for your reply. I think it's Windows because when I try to install the game I get a steam pop up saying Windows blocked it. I'm wondering if it's the game's rating. The problem is there are no "parental controls" via Win10, unless you sign up for the Family sharing which is a joke. It's almost like even though I removed his machine and ID from Microsoft, it still has it's claws deep in the machine's code.

I'm almost tempted to wipe his laptop and start over with a clean machine. Its already had the hardrive replaced about three months ago so there's not much to back up. Thanks anyway! :)

I don't think it's the rating. T is a fairly tame rating and there's no way for Windows to know the files being downloaded belong to a game, which it would then have to find on an ESRB database.
Can other files/games be downloaded or does only Portal 2 get blocked? If you haven't, try other steam games or non-steam exes.
