Strange flickering issue. Help?

These images speak for themselves. I first found the problem in the first test chamber of The Cold Boot. (New game from that point) It only happens to select surfaces. Here are two examples from the same test chamber:

I've got the exact same issue with the same surfaces. Running on a new GTX1080.

I have same issues and I am running GTX 850M

That has been mentioned repeatedly before, I think it has something to do with shader settings. But I run Portal 2 with GTX 1060 in Linux with Nvidia drivers and have never seen that myself, so maybe it is just a Windows problem. I recently went completely through the game for a 2nd time (and did some co-op).

I did some research, and supposedly its a massive issue. It came in the update that fixed the full bright/chrome rock texture issue. It fixed that problem but caused another. The only fix until a patch releases (which is like never) is to put shader settings to medium :(
