There's nothing wierd with that. That's how game sound system works. In plain words, not going in-depth: All those sound effects are soundscripts. On startup the game load all soundscripts. To have custom soundscripts in a map, they must be packed in a map file, and on map load, a specific console command is fired to flush sound system to reload soundscripts overriding original with custom ones. But there's no way back after you quit the map but restart the game.
