Portal 2 error "steam is not running"

so i recently bought the game and was SUPER excited to play it but then after the intro to valve and source it exits and says Steam is not running. please anyone i need help

i did however re install my steam but i dont see how that would be a problem

If you mean that reinstalling steam won't do anything, that's ok. You go into the top left corner of the steam window, click "Steam", click exit, then restart steam.

Do you have windows 8.1 or 10? or even possibly, do you have windows 7

have you verified and reinstalled

there is no dx111. try -dxlevel 80 or -dxlevel 90. might need -h and -w.

Yes there is 111. You must have skipped the last line. The dx levels:
80
81
90
95
98

Are just the MOST COMMONLY USED. Not the only ones supported.
It’s dx 11.1, and that does exist.

dx11.1 does exist but according to the game store page, the game requires a dx9 video card.
can't force dx11 or dx12 on something written in dx9.

That's the minimum requirement. Look at all the text before deciding that's the only thing that can be used.

Also yes, dx11.1 an be forced, these were my results with FPS on my ♥♥♥♥ laptop with various dxlevels.

FPS Normally: 21
-dxlevel 81: 25
-dxlevel 111: around 37 or so
-dxlevel 121: 41 fps
