If you want defective turrets, you'll have to make the map in Hammer, or make it in the editor and then export it to Hammer so you can add in the defectives after.
As for the other stuff you mentioned, this mod[portal2backstock.com] should cover those, although they're all possible to make in Hammer without mods.
Hammer is the tool that Valve uses to make the levels you see in the campaigns. The PeTI editor is actually a dumbed-down version of Hammer.
To get Hammer, you have to go up to "LIBRARY", down to "TOOLS", and look for "Portal 2 Authoring Tools Beta". Install it and open it to access Hammer.
