Uncompleteable Co-op! HELP!

The Issue

When playing Portal 2 with my friend for co-op, he would invite me. When we loading in, we did the tutorial and the callibration course. We joined the lobby and realized that the first chamber was complete, but only the blue side had a checkmark. We then saw that chamber 2 was unlocked with blue squares on all but the last level of chamber 2. Note that no orange squares have been unlocked. When we tried to play the levels, all of the marks stayed the same.

What We Have Tried

We tried resetting the game, reloading the lobby, and inviting him myself. When I did invite him, the blue checkmarks turned to orange, but they still the same. No matter what we did, nothing seems to change. We cannot get past chamber 3 because it is locked. We tried with the developer mode but nothing seems to work.

What We Are Thinking

We were thinking that we may have to complete the singleplayer, but I find this completly bogus since the singleplayer is in no way tied to the multiplayer

Other Facts

We have not used any mods and are not in splitscreen mode. If I go in splitscreen mode the same problem happens. Also the extra levels seemed to be unlocked (IDK if this relates to anything or not)

We have only used the developer console, but the issue happened before all of this.
