You should be able to move your downloaded data through Game Properties.

What do you mean?
Do you have a SteamLibrary folder on your D drive already?
Are your P2 files in a folder called SteamLibrary/steamapps in the D drive?
Can you play P2?
If so, then everything is fine, if not you have done something wrong.
Steps you should follow:
1. Copy the Portal 2 folder from the Steam folder on your C drive to the Steam folder on your D drive. You need to copy the "Portal 2" folder into the "Steam\steamapps\common" folder. Sounds like you've done this, but you must make you copied it to exactly the right place.
2. Uninstall the game in Steam.
3. Reinstall the game in Steam, but select the Steam library on your D drive.
4. Steam should find the files on your D drive, verify them, and complete the installation. If you put the files in the wrong place, Steam will download the entire game.
5. Play the game.

As for moving a Steam game folder to another directory, you no longer need SteamMover or other programs. Steam client has received an update (the latest one) which allows us to move our installed games to any other directory we want (right click on a game within Library > properties > local files > move install folder). Very simple.
