I guess you cut and paste those files to that hard-drive? Or you can uninstall and reinstall it there but not before backing up your save data. I thought you meant if you could burn games on a disc from Steam. But yeah, you can because it says somewhere in one of the legal agreements of Steam that you can do that for back-up copies. I'm in Canada so I still can do that even if Steam doesn't let me (but the original can't be pirated).

Opt latest Steam Beta and create new Lbrary Folder on your disk (Settings - Downloads - Steam Library Folder).
You should be able to move your downloaded data through Game Properties.

Most of my games are on my D drive. I just created a SteamLibrary folder in D drive then downloaded most of my games to that folder. There is an app called SteamMover where you can also move games from your steam games from the C drive to your D drive. Again you will need to creat the SteamLibrary folder in your D drive.

What do you mean?

Do you have a SteamLibrary folder on your D drive already?

Are your P2 files in a folder called SteamLibrary/steamapps in the D drive?

In my honest opinion, delete the game from steam and the P2 folder from the C and D drive then reinstall to the D drive only. Okay.

Steps you should follow:

1. Copy the Portal 2 folder from the Steam folder on your C drive to the Steam folder on your D drive. You need to copy the "Portal 2" folder into the "Steam\steamapps\common" folder. Sounds like you've done this, but you must make you copied it to exactly the right place.
2. Uninstall the game in Steam.
3. Reinstall the game in Steam, but select the Steam library on your D drive.
4. Steam should find the files on your D drive, verify them, and complete the installation. If you put the files in the wrong place, Steam will download the entire game.
5. Play the game.

Or if you have a fast, unlimited internet connection do what moodie19722 says.

You guys are clueless. This user - Doctor Twilight - is nothing but a no lifer / troll. Check his post history if you don't believe me. He is messing with you...

As for moving a Steam game folder to another directory, you no longer need SteamMover or other programs. Steam client has received an update (the latest one) which allows us to move our installed games to any other directory we want (right click on a game within Library > properties > local files > move install folder). Very simple.
