This happened for me as soon as the recent 19.8 mb patch was dropped. No idea what they did there but now all of my various controllers can no longer look around with the right stick in Portal 2, and I'm also unable to access the controller area of the settings menu. The only controller I don't have access to, to see if it still works, is a Steam Controller, and I kinda don't want one. I'd talk about why, but that's going out of the scope of this topic so I'll keep to the main subject here.
Anyways, I do have some sort of solution for you! My solution (using ds4windows, but I'm sure you can do the same with most similar controller input programs) was to remap the right stick's up/left/right/down input to use mouse up/left/right/down instead. Looking around felt a bit janky, at first, but I got it to feel natural pretty quickly after tweaking my settings in ds4windows a bit.
Funny how they'd put a small patch into such an old game that promptly ends up breaking controller support, while seemingly doing little else. I still have no idea what the patch was actually intended to do. Anyways, I hope my suggested fix here will work for you as well.

Considering the large number of people experiencing this issue (I suspect it is likely to be everyone who isn't using a steam controller, or Mouse + Keyboard) I'm beginning to wonder if perhaps I should make a topic myself to point out the issue and pull together various working solutions for it. My way isn't the only fix out there, but using a controller input program is IMO a lot more user-friendly than having to manually edit your config files (which can be overwritten again) or other such fixes.
Because you're using an xbox controller, you'll want a different program than ds4windows, but to my knowledge most of them out there work in pretty much the same way.
Thanks, I considered trying that but had a fear the I wouldn't be able to use diaganol controls. I'll see how it goes though!
Yeah, the diagonal controls worked just fine for me after doing this, but actually support has recently sent out a response in the past few days to multiple people that should fix the issue directly, which I'd recommend trying over my previous method. I'll copy the relevant support response below - so far it seems this has fixed the issue for each person who tried it.

If you haven't already, please opt-in to the latest beta version of the Steam Client as the recent update from June 5th may have a possible fix.
1) In Steam, click on "Steam" in the upper left, then choose the "Settings" menu. (Preferences on Mac)
2) On the "Account" tab under "Beta Participation" click the "Change..." button.
3) Select the desired beta test from the "Beta Participation" drop down list and click "OK".
4) You will be prompted to restart Steam, please select the "Restart Steam" button.
Note: In some cases, you may need to perform these instructions twice for the beta to take affect.
