based on the last part my guess is your doin it back to back without moving much so its not restoring the ability at all.
This! It took me awhile to realize I had to use the grip buttons, i would hit them by accident once in awhile without knowing it, causing me to be confused as to the random nature of this power. So OP make sure your also using the grip buttons.
When I get to the two guys in the tower, it just won't activate - despite me doing the same as I did earlier, pressing both trigger and grip buttons and whatnot.
Feels like a bug. Vive user here.
Done right, you should (in the second level) now have a gun you can pick up and shoot the two guys in the tower with. No need to use the malfunctioning mind blown power!
Thanks so much for the suggestion, worked like a charm and now I have a fun strategy for future tricky transitions. It's weird that I can use the dumb power on levels after that one, but I never managed it on the tutorial stages.

Turns out the aiming at distance is a little finicky. Just go to one side and aim at the dude in the other side of the tower, and vice Verda.
Do note that the efficiency of Mindwave is governed partially by your room setup, since it needs tracking, Make sure your hands are always visible to the sensors.

The problem, for me, wasn't that I didn't know how to activate the super power. I basically could in most situations except when up against the two guys in the tower.
I tried quite a bit and, like others, just couldn't make it work. Like I wrote, it definitely seemed like a bug and not just a case of user gesturing error.
Basically, the fists aim at some wider area but the lines that you could draw outward from them, in the center, should meet at an enemy. It might be tricky! That's the thing with weapons of last resort.
Have you progressed further or are you stuck at the tower?

I progressed by getting around it by throwing a gun from the previous level and then simply shooting the two guys. My workaround is posted further up this thread and seems to have helped a few others who were also stuck.
It's quite a while ago.
